1: Make a new document, 300x300 pixels (White Background)
2: Reset your colors to the default colors (press D)
3: Filter -> Render -> Clouds
4: Filter -> Brush Strokes -> Accented Edges (Numbers (In Order From Top to Bottom): 2/50/5)
5: Make a new layer. Choose the color FF0000 (plain red) and fill the new layer with it. Set the new layer's mode to Darken, and you're done. Click here to see the final product.
